Chief Executive Officer

Gary Rinehart joined North Burnett Regional Council as Chief Executive Officer in August 2018.  Gary possesses the passion, skills and qualities to lead North Burnett Regional Council effectively, efficiently and with great professionalism into the future. 
Gary has extensive experience in both the private and local government sectors having been CEO at Waroo, Burnett and Isis Shire Councils prior to the 2008 amalgamations and Financial and Strategic Planning Group Manager at South Burnett Regional Council post amalgamations. Gary was the Manager, Remote Operations with Thiess Pty Ltd, Commercial/Project Manager for Rinehart and Associates, a consultancy business in NSW which provided services for the City of Sydney and mining and infrastructure sectors, and was Senior Advisor to the Mayor and CEO at Isaac Regional Council.
Gary has a Bachelor of Business (Commerce) and has particular strengths in leadership,  strategic planning, team development, finance, project and contract management and human resources.
Trevor Harvey

Trevor Harvey

General Manager Strategy, Innovation and Assets

Trevor is the General Manager Strategy Innovation and Assets. A relatively new position created in the 2017 staff restructure to run the Asset, Environment, Planning and Economic Development Departments..

Trevor has held positions within Local Government as both a Councillor (2 terms prior amalgamation) and as an employee since amalgamation.

Trevor is a mechanical engineer and has worked predominantly in the water and waste water section both within Council and at State level.

Trevor has been a member of the Qld Water Directorate for the past 16 years holding the position of Chairman for two years.

He also represents small & medium regional Councils on the LGAQ Water and Sewerage Advisory Committee as well as being a member of 3 local irrigation advisory groups.

Trevor is a sports fanatic with his preferences being Squash (which he still plays) and rugby, any spare time after that he can be found in his boat fishing many of the local water ways.

Brad Duke

Born in Bundaberg, Brad spend most of his early life in Mount Isa, and secondary school years at boarding school in Brisbane. In 1980 he commenced as a Cadet Local Government Clerk at Mount Isa City Council.

With over 35 years local government experience across 5 Qld Councils (including Mount Isa, Rockhampton (City & Regional), Redland and Central Highlands), Brad has served in variety of leadership roles and responsibilities with key focus on customer service, efficient and effective service delivery and continuous improvement.

From 1989 to 2008 Brad was employed at Rockhampton City Council commencing as the Assistant to the Town Clerk, then Deputy Director Admin & Community Services, Deputy CEO/Director Corporate Services and finally the last Chief Executive Officer prior to the 2008 Qld local government amalgamations. From 2009 to 2017 Brad was with the Central Highlands Regional Council in a variety senior positions in Blackwater and Emerald and from 2011 to 2017 was the General Manager Communities.

Brad holds a Bachelor of Business (Accounting and Public Administration), is a Graduate from Australian Institute of Company Directors, a Fellow of Local Government Managers Australia (LGMA) (previous CQ Branch President), and a qualified Company Secretary, via Chartered Secretaries Australia (now Governance Institute of Australia).

Brad is married to Maree and has two adult children, Madeline and Brendan, both attending University in Brisbane.

In 2016, Brad was awarded a “Distinguished Alumni” (Honorary) Award by the Central Qld University for local government and community service.  

Johan Louw

General Manager Works

Johan has extensive experience in the strategic planning and delivery of infrastructure services, project management and asset management.

Johan’s previous position was Director Engineering at Murray River Council in NSW, and has held similar positions at Shire of Augusta Margaret River in Western Australia, Mount Alexander and Wodonga Councils in Victoria, Adelaide City Council in South Australia and was the Regional Manager/Regional Director for Queensland Transport based at Rockhampton and Brisbane for nearly four years from 2000. 

Johan completed a Degree and Grad Diploma in Civil Engineering in South Africa and achieved a Phd in the USA in 1992.

 Johan commenced duties with North Burnett Regional Council in August 2018.
